The Global Blackout conspiracy is a group of individuals that conspired to create Global Blackouts, both the one on October 6, 2009 and the one on April 29, 2010.

According to Lita and Gabriel McDow, the conspirators are led by Lucas Hellinger. ("The Negotiation") However, Hellinger and Simon Campos claim that the conspiracy extends much further than Hellinger. ("Countdown")

Three-star tattoo men (possibly Jericho mercenaries) serve as the "soldiers" of the conspiracy.
